PURPOSE OF POST:
             
To provide professional expertise to support the Planning function.  In particular the determination of all planning applications and other matters covered within the Development Control function.

PRINCIPAL RESPONSIBILITIES:                                                                                      
  
1. Analyse and appraise Planning and other applications as assigned in the light of all formal Development Plans, Government Circulars and Discretionary Advice, Development Briefs,   Local Policies and public comment.  Interpret such material, undertake site inspections, formulate reports and recommendations for the Development Control Manager’s consideration, which enable the Council to discharge its statutory obligations as the Local Planning Authority in a positive manner that brings benefit to both the applicant and the community.
  
2. Advise, liaise and negotiate with developers, outside bodies, the general public and inter-departmental staff on development proposals to promote and achieve a high standard of development within the Town and to maintain good  professional working standards and practice in support of the Council as the Local Planning Authority
  
3. Prepare formal Written Statements resisting appeals against planning decisions taken by the Council to justify and support those decisions, so that the Council can achieve high standards of new development and protection of the environment within all parts of the Borough and upon gaining a professional qualification to give professional planning evidence at Public Inquiries
  
4. Investigate breaches of planning control and recommend action to be taken.  Reply to other correspondence and enquiries received and provide general advice, interpretation and information to the public and professional advice to applicants to enable the Council to discharge its statutory duty
  
5. Develop and maintain information systems relating to changes in legislation, policies, operating, previous decisions and any other Development Control matter to ensure that national and local policies and procedures and guidelines are applied promptly and efficiently to discharge the Council’s statutory duties and policy objectives
  
CONTEXT:
  
The Development Management Service has a total staff of 20, providing the Council’s statutory Development Management Service in determining around 1800 applications per annum under the Town and Country Planning Act 1990.  The aims of the Group are to provide a quality planning service to its customers and improvement in the living environment for the people of Luton whilst assisting economic development and the regeneration of the town.
  
The Strategic Applications Team deals with around 200 strategic, larger and more complex applications which includes applications comprising a minimum of 10 residential units or 1,000 sq. m of floor space up to large scale developments of 100’s of residential units and would also cover development with a heritage angle involving Listed Buildings and development in Conservation Areas.
  
The Planning Applications team processes around 1400 applications with is the bulk of the applications the council receives. Minor applications are categorised as smaller residential developments of 1-9 units, developments of 999 sq. m or less, household extensions and applications for advertisements and lawful development certificates.
  
Officers in planning applications deal with applications which can raise a number of complex issues on a par with applications in the Strategic Team. It is expected that officers in either team would be handling both planning and strategic applications notwithstanding the team they are in, so that the workload of the department can be managed appropriately and in order to ensure staff development. There may also be the requirement to deal with and reply to correspondence, complaints and enquiries relating to Development Management and Control.

ESSENTIAL:

* Substantial experience of Development Control work in a Local Planning Authority

*  Demonstrable experience of using PC based applications Word, Excel, Access (or equivalents)
  
* Demonstrable communication skills able to deal with enquiries and give advice to people inside and outside the Council
  
* Able to follow strict deadlines and targets
  
* Good literacy skills - able to write clear, concise reports
  
* Good numeracy skills - able to add, subtract, multiply and divide

*  Able to identify when discrimination is taking place in service delivery or in the workplace
  
* Able to take appropriate action where discrimination is identified

*  Demonstrable command of the principles and practices of Town Planning
  
* Demonstrable knowledge of Local Planning Authority responsibilities and duties including Development Control procedures

* Degree in Town and Country Planning OR equivalent qualification OR equivalent experience

*  Able to traverse sites to make inspections (several times a day)
  
* Able to visually inspect sites (several times a day)
  
* Able to attend sites and meetings throughout the Borough (several times a day)
