PRINCIPAL RESPONSIBILITIES: 
  • Develop and interpret sustainable land use and transportation policy and prepare Local Plan and Neighbourhood Plans. In particular, assist with community needs and infrastructure planning and coordinate with implementation projects via the Community Infrastructure Levy (CIL), and other funding sources. Draft development briefs, Master plans and all other forms of development planning or implementation documents. 
  • Proactively engage and collaborate with communities, local organisations and businesses though leading and facilitating at neighbourhood planning discussions and workshops.
  • Undertake partnership working with strategic organisations, and other local authorities to satisfy the duty to cooperate on the provision of infrastructure to support sustainable development. Help to maximise the value of those partnerships to achieve priority planning outcomes.
  • Draft development management policies and advise on the application and implementation of strategic and local policies.
  • Prepare and update studies and the supporting local evidence base. This will include monitoring data to enable implementation of Local and neighbourhood plans and infrastructure delivery through developing a viable CIL charging schedule. Liaise with other services in establishing information databases, including geographic and web based data representation, to be publicly accessible, and to satisfy information requests statistical returns and the completion of questionnaires. Maintain and develop consultee databases the SCI and Local Development Scheme for statutory consultation purposes.
  • Produce reports for decision at Council and neighbourhood level. Submit statutory notices, professional statements and proofs of evidence for Public Inquiries, publicity material and other written documentation related to Local Planning.
  • Respond to correspondence and consultations from other local authorities and other enquiries received in relation to sustainable development, Local Plans, Neighbourhood Plans and Development Management policy. Draft professional advice and interpret information to ensure that statutory duties and responsibilities of the Council are clearly understood, to the benefit of the community, developers and corporate customers.

CONTEXT: 

Luton is a Unitary Authority in the East of England Region influenced by proximity to Greater London and other successful drivers of growth at Milton Keynes and Cambridge. Its location, economic and cultural profile and strategically accessible transport network including a busy airport, makes Luton a significant contributor to sub regional housing and economic development.

The post holder will be part of a team of 5 professional staff, providing a statutory service to the people of Luton, working to ensure that the pressing needs of Luton's communities are reflected in an up to date Local Plan and any emerging Neighbourhood Plans in accordance with planning legislation. 

The aims of the Planning and Economic Growth Service are to provide a quality planning service to its customers and improvement in the living environment for the people of Luton whilst assisting economic development and the regeneration of the town. 

A key part of the role if to ensure that policies, procedures and activities are revised and/or implemented in a way that makes sure of equality for all in the way the service is delivered and also reflects the Council’s commitment to work in active partnership with the community to regenerate Luton and improve the quality of life for all its citizens. 

ESSENTIAL:

* Demonstrable experience of formulating policy within a statutory town planning framework.

* Demonstrable experience of working in town planning in a Local Government environment.

* Communication and interpersonal skills:
  • Able to supervise junior staff tactfully and sensitively.
  • Able to take a lead in facilitating discussions with the public.  Able to negotiate and persuade developers, stakeholders, and other agencies.
  • Able to write and present clear reports and policy documents and articulate complex planning issues.
* Able to prepare and deliver planning policy and/or project implementation in an urban context.

* Able to add, subtract, multiply and divide, analyse and interpret maps and data and provide meaningful statistics.

* Able to plan and organise own workload and deliver projects to meet tight deadlines and within budget.

* Demonstrable skills in using PC based applications, including Word, Excel and Access (or equivalents).

* Able to demonstrate an understanding of the effects of discrimination on service delivery and on the people with whom you work.

* Able to take appropriate action where discrimination is identified.

* Demonstrable knowledge of the principles and practice of town and country planning and local authority planning responsibilities.

* Diploma or Degree in Town and Country Planning or equivalent qualification.

* Full membership of the Royal Town Planning Institute or equivalent.

* Able to attend site visits for the purposes of visual inspection and meetings / conferences both inside and outside the Borough (x2 per month, or more frequently from time to time).

* Able to work out of normal office hours on an occasional basis (approx. once per month or more frequently from time to time).
