Childrens Services are looking for an enthusiastic worker to join our commissioning team to cover maternity leave. You will be planning, implementing, monitoring and reviewing childrens services contracts and spot purchasing arrangements for specialist family support services to meet the needs of the children and families we work with. You will be part of a small but busy and supportive team and will work with a variety of departments and teams including Childrens Social Care, Procurement and Finance helping to implement the local authority’s statutory duties of care and safeguarding.

JOB PURPOSE
  • To commission a range of services for children, young people and families, across all levels of need, supported by the Placements Manager where necessary ensuring value for money
  • To research the market and identify a variety of appropriate resources to meet the assessed needs of children, young people and families.
  • To develop services in line with a standard commissioning model (e.g. understand, plan, do, review).
  • To ensure compliance with statutory requirements as appropriate.

MAIN DUTIES AND RESPONSIBILITIES:  
  • To be the first point of contact in relation to commissioned services for internal and external customers, responding to queries and referring more complex issues to the Placements Manager..
  • To identify appropriate resources to meet the assessed need and planned objectives for  a child, young person or family.
  • To commission services using standard commissioning processes, to meet identified needs and identified objectives, with support from the Placements Manager where necessary.
  • To review and quality assure referrals for services, ensuring they meet necessary standards, with support from the Placements Manager where necessary.
  • To advise professionals (e.g. social workers) on the referral processes and the development of SMART objectives.
  • To ensure that appropriate statutory and quality assurance checks have been completed prior to using any external provider.
  • To ensure that the corporate procurement rules are adhered to.
  • To develop a sound understanding of the market, relevant to the particular area in which the post holder leads.
  • To ensure that all requests for commissioned services are dealt with efficiently and effectively.
  • To develop and maintain effective systems to forecast budgets and monitor the overall level of services being commissioned.
  • To assist in the development and maintaining of procedural guidance for relevant professionals and the commissioning team.
  • To process payments in accordance with corporate standards and work within the local authority’s financial IT software and Databases.
  • To comply with all relevant Health and Safety requirements set out in legislation.
  • Any other duties as appropriate to the level of the post.

    
ESSENTIAL REQUIREMENTS:
  

□ An NVQ3 qualification or equivalent in a relevant discipline
  
□ At least 2 year’s experience in Local Government or the ability to evidence transferable skills
  
□ Experience of social care, health or education services
  
□ A knowledge of legislation relevant to social care, health or education
  
□ Experience of developing processes and policies and the implementation of these policies
   
□ Relevant experience of commissioning services for children, young people and families
  
□ Excellent IT skills
  
□ Excellent verbal and written communication skills
  
□ Ability to liaise and respond appropriately to the requirements of a range of officers, Council Members, colleagues, clients and providers/partners in formal and informal situations

□ Ability to influence decisions, whilst respecting a persons particular view

  
□ Ability to work as a team member, responding to different pressures, to ensure that the overall aims of the service are met

□ CRB Required -  Direct supervised or unsupervised contact with children or vulnerable adults     

□  to travel around the county - driving license and access to own car essential

□ Regular exposure to mental pressures and demands

□ Visual Display Equipment – regular use
